I will bet a lot of those were from other counties or in jail over night for traffic violations. I have a friend that was arrested for public intoxication because a car kept driving slowly in front of his house. When he went out to see who it was he was arrested for public intoxication. The car was a unmark police car and he was arrested for being in public because he stepped off his curb one foot into the street. He spent the night in the county jail. The judge dismissed the charges the next day.
